Upstream is inactive either in commits or response to issues/PRs. Last commit was on 2023-05-24. Last crates.io version was on 2022-02-01. djc, who apparently has the privilege to commit and publish, opened an issue titled "New maintainer needed" on 2023-03-03: https://github.com/budziq/rust-skeptic/issues/140 No more packages depend on it in Debian.
