Hello, when getting JSON output from a ruleset (or subset thereof)
containing a rule with no statements in it, "rule without statements?!" is
printed to stderr. To which my response is "Yes, I know, it's on purpose,
no need to tell me! :P".

It would be nice if this particular fprintf() went away, or was otherwise
suppressable. In the meantime I guess I'll need to add a no-op statement to
the rule...
