Setting aside option 2 as it seems too involved for this situation, it seems to me that option 1 goes explicitly against policy: the existence of this bug proves the expectation is not fulfilled in practice, and packages must depend on other packages needed for them to work properly. Recommends works as long as the dependency is optional, which in this case it is not if one uses x11.

On the other hand I do understand your point: alacritty (just like any other gui application) should not be in charge of making sure the user's desktop environment is healthy. Thus I would be inclined to go with an option 3 of reassigning this bug to whatever desktop environment is not being healthy enough, if possible. For this purpose I'm tagging this bug as moreinfo: could the submitter please tell us what desktop environment they are using? I see both kde and gnome depend on libxkbcommon-x11-0 (plasma-desktop depends on it via kwin-x11 and gnome-shell depends on it via libmutter-16-0), so it must be something else?
