The doc packages are constructed to be accessed locally from the local filesystem, not from a web server, at least that's how I access them i.e. from file:///usr/share/doc/HTML/index.html not http://localhost/doc/HTML/index.html scipy docs (with mathjax supported) can be found at file:///usr/share/doc/python-scipy-doc/html/index.html
