As https://bugs.debian.org/1100671 points out, packaging-dev recommends packages that are not in Debian. It recommends cdbs and svn-buildpackage which haven't been removed from Debian but gives a sense as to how out of date the package is. It was orphaned in 2019: https://bugs.debian.org/931410 Please remove packaging-dev from Debian. It's going to cause extra work to people who are trying to remove obsolete packaging tools from Debian. And it's not helpful to beginner packagers in its current condition. Thank you, Jeremy Bícha
