It is a general problem, but tetex-doc provides much more than texdoctk. In fact, texdoctk is provided by tetex-bin (and the problematic conffile is in tetex-base for dependency reasons, hence the reassigning). You can still read the documentation, either searching them yourself, or using texdoc.
