So this issue doesn't seem to be recent. It has been reported multiple
times over the years:

I wonder whether it's a regression due to changed behaviour of cmake now
complaining about a non-existing directory which wasn't an issue in the
past...

It's also likely related to the multi-arch path used by Debian which
adds one layer of directory for the cmake files. It looks like something
is badly computing the /usr/include as /usr/lib/include possibly
because it starts from /usr/lib/x86_64-linux-gnu/CppUTest instead
of /usr/lib/CppUTest.
