I first ask dh-python maintainers to double-check before coming to you. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1093512 Can you please patch-out the one "sip" line out of "requirements.txt" and see if that fixes the problem ? https://sources.debian.org/src/meteo-qt/3.4-1/requirements.txt/ python3-sipbuild is a build-engine that pulls in other uneeded package on a non-developer desktop.
