Read the /etc/default/cachefilesd , in a comment there is a reference to:
/usr/share/doc/cachefilesd/howto.txt.gz

   * What was the outcome of this action?
the howto.txt.gz did suffice for the info I was looking for.

   * What outcome did you expect instead?
That the file /usr/share/doc/cachefilesd/README did exist.
