gnome-photos was in GNOME Core previously but it was one of the early GNOME 3 apps dependent on tracker instead of an open dialog, etc., and it wasn't universally liked. So we used an alternative dependency. I guess we might drop Shotwell from 'gnome' for Forky as Loupe gains more features. Loupe doesn't do all of what Shotwell does but it may do enough for casual use. For 'gnome' now, let's demote shotwell to Recommends and remove the alternate dependency gnome-photos.
