Both tiny changes target a situation that in practice[1] would not surface without using bookworm-backports. Hence I'd consider both changes even acceptable if uploaded to bookworm-backports directly (e.g. as a ~bpo12+2 upload to urgently fix something). Obviously, fixing such issues via unstable is always the preferred and more sustainable method of fixing a backport. As the only diff of your uploads are meant to have an effect in bookworm-backports, feel free to immediately upload emacs and dh-elpa as suggested.
