it is a spurious file, yes, but it causes no issue, nor now or in the
immediate future (if you know otherwise, please provide concrete,
actual and realistic examples of why that may be the case) it
shouldn't be there but it does not qualify as RC.

I dont plan on playing severity ping pong, i'll just fix it,  but if
you write a whole paragraph to justify an incorrect severity, it's
also important to rebut it with what the Debian procedures have
decided what is and is not RC.
