Here the failure is just in the test suite, the libspng library itself does not depend on libpng. The behaviour of the latter changed and the test suite was expecting a particular output from it.
I would ask the library maintainer, as they are probably in the best position to answer.
I think I'll just skip the failing tests, as this is not a regression in the package itself. I have reported the issue upstream, though.
