I cannot comment on the quality of the patch, it may be more effective
to rely on dh_usrlocal if possible. In the meantime, I have reached out
to the policy team for clarification in #1099124 [1].

It seems to me that, by default, /var/local should align with the intent
of the policy regarding /usr/local, which would entail avoiding
root:staff ownership and, more importantly, the 2775 permissions.

However, that is merely my interpretation of the policy's intent, and I
don't wish to use it as a basis for enforcing a change. Therefore, I'd
like to ask the base-files maintainer about their reasoning for the
current unconditional ownership and permissions assigned to /var/local.
