That seems to be expected. The netinst images do not contain a
/boot/grub/loopback.cfg, which is what grml-rescueboot needs to work
at all.

loopback.cfg is a thing supported by many "live" systems, so I guess
system rescue also supports it.

Generally grml-rescueboot is intended to boot Grml ISOs, and not
arbitrary ISOs.

How did you end up thinking grml-rescueboot would boot d-i?

I'll keep this bug open so others can find it.
