And since autopkgtest pulls in build-essential which in turn pulls in
libperl, and I haven't been able to run autopkgtest with unshare due to
lack of docs and a bugreport being ignored for weeks, and the code has
been in experimental for three months and nobody but me cared, this has
happened. yes.

I'm going to try replacing encode with a no-op if libperl5.40 is not
there first.
