I just ran into another problem that may be related to this same
underlying cause.    I edited /etc/hylafax/hfaxd.conf to increase the
IdleTimeout and then did /etc/init.d/hylafax force-reload.  I verified
after this that /var/spool/hylafax/etc/hfaxd.conf had been updated.

However, when I attempted to submit a job, I got a timeout after the
old, default (900) interval.  I manually stopped, paused, and started
the server and tried again.  This time it worked.

Among the possibilities
1) hylafax restarted before hfaxd.conf was updated
2) hylafax never restarted/reloaded at all
3) I've misunderstood force-reload; the behavior is to be expected
4) something else

1 or 2 are probably part of this same problem.  3 is a non-bug.  4 is
likely a separate bug.
