While browsing mule-cmds.el I encountered copyright notices at the top for the
National Institute of Advanced Industrial Science and Technology (AIST).  There
was no address.  Wondering what nation and organization this was, I consulted
the Debbian copyright file, but found nothing there.

This may be a violation of Debian policy and warrant higher severity.  But the
issue itself seems pretty minor, with no impact on the functioning of the
software.

Even if policy does not require acknowledging copyright holders (e.g., maybe
it's been signed over to FSF, also a copyright holder--but AIST asserts
copyright for many years after the FSF copyright begins), it would be nice to
acknowledge their work making emacs more capable.  And it would have saved me
this detour!

An internet search suggests this is a Japanese government agency.

I checked the latest code in https://salsa.debian.org/rlb/deb-
emacs/-/blob/deb/emacs/d/sid/master/debian/copyright?ref_type=heads and it is
missing this information as well.
