I'm curious about the 'downloading' that you write. Did you install the vlc package using the Software Center 'Discover', or differently?
I've tried an installation with 'Discover', and VLC is nicely available in the menu as 'Multimedia | VLC media player'.

The solution is that make an `applications` folder in `~/.local/share/`. Easy but it seems to be a common problem of KDE desktop. Others met same trouble in OpenSEUS, Archlinux or some other linux OS. I would like to ask if it is possible to add this folder automatically in future distributions of Debian to correct error. Thank you very much for your efforts. Debian is my favorite Linux OS. I hope one day I can also join the ranks of Debian contributors xD
