I talked to upstream. The support files are downloaded by the client when connecting to the battle.net server. From those files only ix86v1.mpq contains a dll with a hashing function, and the rest are icons and texts.
When connecting to battle.net the files are first downloaded and AFTER that the TOS is shown. pvpgn also has beta support for Westwood Online, which doesn't require the support files.
