   * What led up to the situation?

Using the menu to run topparse, nothing happens. From Terminal the error

Traceback (most recent call last):
  File "/usr/bin/topparser", line 29, in <module>
    import wx
ModuleNotFoundError: No module named 'wx'


   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Installing python3-wxgtk4.0 fixed the problem
