>From boinc documentation:

    - Apparently, even though the port number 1043 is assigned to BOINC
        (see http://www.iana.org/assignments/port-numbers)
        Microsoft IIS binds to it on some systems.
        So...
        core client: if can't bind to 1043, bind to 31416
        BOINC mgr: if can't connect to 31416, connect to 1043

        If something is bound to 31416 we're screwed.
        Thanks a lot, Microsoft!
