1. the statistics you are mentioning, are about d-i for the testing suite (trixie), i.e. what will become the next stable. So, that does not has any value for bookworm (the current stable). 2. the calculation, if the translation "is incomplete", is only based on the level1 files. Thus the 98% at level2 is not an issue. So, it's just that Italian (especially level1) was not fully translated at the time of bookworm's release (~ June 2023). Currently, when installing from a DVD (image), the sources.list entry for this DVD is left untouched after installation, so it is expected to have package sources available via DVD for the next package update. I think this is intended for use cases, where installation is done without an active internet connection, so on machines or regions, where a permanent internet connection is not usual. (Such sort of installation can work well indeed, if you use a DVD, since that media can store lots of packages.) When installing from a netinst image, or a live image, the relevant sources.list entry is disabled automatically at the end of installation. For DVDs you need to do this by hand (as you mentioned).
