bind9-utils Provides bind9utils, but bind9-dnsutils doesn't appear to

You can also drop the Provides: once #1094158 is fixed.

There are other packages with runtime dependencies on dnsutils, for example
ikiwiki-hosting (#1094946).

Right, not sure why I thought that was the only one.

Would there be any ongoing cost to adding a "Provides: dnsutils" to
bind9-dnsutils? It seems to me that adding that, either before removing
the "real" dnsutils transitional package or at the same time, would avoid
a need for unnecessary churn elsewhere in Debian.

I agree with Chris that it is probably easier to just fox those downstream packages now.
