I must protest closing this issue, it is not fixed in the slightest, though the 
error message has shifted. I've rebuild apparmor.d in /tmp from the packages 
(as in: I've search with apt-search where each file comes from, downloaded the 
package and extracted the files from it) to not have any outdated, superfluous 
or edited files, and let apparmor work with that through

apparmor_parser --skip-cache --skip-kernel-load --verbose --base 
/tmp/apparmor.d /tmp/apparmor.d

The only file that is causing issues now is tunables/home:

AppArmor parser error for /tmp/apparmor.d in profile 
/tmp/apparmor.d/tunables/home at line 15: syntax error, unexpected TOK_EQUALS, 
expecting TOK_MODE

Everything else doesn't seem to throw any errors. This file is clearly part of 
the apparmor package so it needs to be fixed by the apparmor package. Line 15 
in the file is just this:

@{HOMEDIRS}=/home/
