Dear Maintainer,

*** Reporter, please consider answering these questions, where appropriate ***

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I did an installation from scratch in a virtmanager VM with debian-trixie-
DI-alpha1-amd64-netinst.iso, the problem is also present in the vm just
installed.

   * What was the outcome of this action?

same problem as in my main Debian 13 install.
   /usr/bin/who dont show login users.

   * What outcome did you expect instead?
   An answer like:
   /usr/bin/who
   user1 tty7 2025-02-09 18:26 (:0)
   user2 tty2 2025-02-09 18:28
