I am not sure how this was working package-wise in the past, but I can
confirm that DOCKER_BUILDKIT=1 is usable on Debian 12 and it fails on
Debian 13. Both with the native docker.io package provided by Debian.
Maybe it's a change in Docker that this component was previously
included in the normal packages but is now a separate component?
I would also be very interested in getting this fixed for trixie since
I'm relying on Buildkit to build a bunch of my Docker images.
(Also, quick sidenote, Docker 28-rc1 was just released, is there a
chance of getting 28.0.0 into trixie before the freeze? It has a bunch
of nice new IPv6 features..)
