I'm not convinced this is critical, but it is some varient of RC.

Proposed solution is to rebase the hurd patch (gbp pq import; git rebase
-i; edit the commit) to modify the top level meson.build to include the
header test.
Then gbp pq export and commit the modified patches.
If someone gets to that before I do feel free to submit a MR.

It would also be great to get an autopkgtest to cover this situation
either in pam or in the u2f module. (a regression in the u2f
autopkgtests after the pam upload would have blocked pam into testing).

I would prefer not to introduce a new patch; patches should be
self-contained and correct.
