gnome-devel-docs was archived upstream 3.5 years ago which means that bug fixes, bug reports, and translations are no longer accepted. https://gitlab.gnome.org/GNOME/gnome-devel-docs That was before libadwaita had its first stable release. Debian's copy of the documentation is getting increasingly outdated. The GNOME developer documentation is currently published at https://developer.gnome.org/ with source code at these repos: https://gitlab.gnome.org/Teams/Websites?filter=developer.gnome.org I don't think it's expected for distros to want to package copies of those websites for offline use.
