I fixed the problem with a new patch:

I prepared the new version 5.15.0+dfsg2-13 of the package.
Despite the fact that dh_numpy3 is called in debian/rules, my local
run of Lintian yields this error:
E: python3-plplot: missing-dependency-on-numpy-abi
I uploaded the package to unstable, anyway.
