I asked Georges now and he says he will try to get the next xdg-desktop-portal stable release done by GNOME 48 RC so that's approximately March 1. I believe xdg-desktop-portal-gnome 48.beta doesn't really have the hard dependency on x-d-p 1.19; that will be in a 48.beta.2 (or similar numbering), so I believe this doesn't interfere with packaging GNOME 48 Beta, but GNOME 48 RC which isn't out until around March 1 or so.
