Bug#979321: Please use '=' instead of '#' for progress bars

Hi!

Perhaps the change made in following commit will make the progress bar 
"easier on the eyes" :)

While the change doesn't use '=' for progress bar, it does improve the 
"user experience" of the progress bar. The change should be visible on 
systems for which "locale charmap" command returns "UTF-8" string.

I have tested this with 2.9.26 available in sid, and it looks quite nice.
