Dear Maintainer,

  $ numfmt --format "AB%0'-fCD" '    1230000' | cat -A
  numfmt: invalid format ‘AB%0'-fCD’, directive must be %[0]['][-][N][.][N]f

The directive is exactly that.

Expecting
  $ out/cmd/numfmt --format "AB%0'-fCD" '    1230000' | cat -A
  AB1,230,000  CD$
(± allowance for #1094738) since that's what printf does here
(and what numfmt does if you also spec a hard pad width).
