Root cause: 'libzip-dev' is missing dependencies on 'zipcmp', 'zipmerge'
and 'ziptool'

Workaround: sudo apt install zipcmp zipmerge ziptool

Using the libzip package in a consuming program that uses the CMake build
system.

* What exactly did you do (or not do) that was effective (or
ineffective)?

find_package(libzip REQUIRED)

but this file does not exist. Possible reasons include:
