Hello,
with multibyte encodings like UTF-8 matching can be locale dependent even
with valid sequences, because depending on the encoding the string can
contain a different number of characters, e.g.
<http://www.postgresql.org/docs/techdocs.50> shows the kind of
problems that appear. (This actual problem will not happen with UTF-8,
as no ascii character is used octed in a multibyte sequence.)
