Package: pre-commit-hooks

Dear Maintainer,

Hi,

I found out about pre-commit and was happy to see it's packaged in
Debian. Thanks for maintaining them.

I installed pre-commit and pre-commit-hooks, but I couldn't figure out
how to use the packaged pre-commit-hooks with pre-commit. All the
information I found on the internet seems to end up causing pre-commit
to download random stuff from the internet ... or is pre-commit-hooks
supposed to be used by itself, manually running the commands?

Please document how to use the packaged pre-commit and pre-commit-hooks
together.
