The package eventually chown'ing for non-root (static ownership). This requires root with the current `dpkg` and `debhelper` stack. Accordingly, mark the package as needing root for now by adding `Rules-Requires-Root: binary-targets` to the Source stanza of `debian/control`. This will close this FTBFS bug.
