Support for the legacy pkla format has been removed in trixie, only the
JS based rules files are supported nowadays.
It is thus recommended to remove the above files from your package.
Thank you for taking the time to report the bug. A merge request is now
available to fix the issue[1]. As you may have already noticed
FreedomBox already ships the .rules files that replace the .pkla files.
We did not remember to drop the .pkla files after bookworm. So, the
patch simply drops them after some testing.
