The package elixir-lang build failed on riscv64.The crucial buildd log

My solution to this issue:
  The error occurs because the related tests on RISC-V require more time.
Therefore, it can be resolved by increasing the timeout threshold for
RISC-V.I have tried to fix that, the debpatch is in the attachment. Please
let me know whether it can be accepted.
