Package: bcache-tools

I have setup a bache using nvme0n1p1 and sdb.  It works fine until the
reboot.  After that I have to manually register the sdb on bcache to
start it.  I do not see any loss of data, just the devices for bcache
are not started.  I was using bcache from bookworm and upgraded to
this version to confirm the bug is still present.
