Yeah, it hasn't been around for long. There's some documentation in /usr/share/doc/dpkg/spec/build-driver.txt, and debputy's README links to lots of useful information: <https://salsa.debian.org/debian/debputy>
It also provides an LSP server which, if your code editor supports it, provides nice "smart" features like real-time error detection, etc. It's independent from the build driver.
dgit is trying to sort out the quilt patches. I forgeet what's going on here precisely, but dgit itxelf doesn't look at or need debian/rules.
