These are the relevant lines of the testbed setup with running
autopkgtest locally:
$ autopkgtest --user debci

autopkgtest-unstable-amd64
One major difference between this line and the line on ci.d.n is that we run against the archive, not against a .changes file, so different code paths might play a role here. Can you confirm on your local machine that
$ autopkgtest --user debci arno-iptables-firewall -- lxc --sudo autopkgtest-unstable-amd64
