There are two approaches: 1. I (or someone who teams up with me to help maintain the package) prepares and releases a new source package src:rust-rustls-0.21 initially targeted experimental, then waits for ftpmaster team to accept the package, then releases that package to unstable, then waits for that package to enter testing, then releases v0.23 of src:rust-rustls to unstable, then waits for that package to enter testing. 2. Anyone (does not need to be a Debian member) examines reverse-dependencies of rust-rustls v0.21 and makes an assessment of the types of trouble any of those packages would get into, if rust-rustls were to be bumped to v0.23, and shares that info in this bugreport, and either convinces me to go ahead before all reverse-dependencies are ready for it, or through bugreports preferrably with patches helps those packages become ready. Those two approaches can be done in parallel. Thanks for asking.
