Package: src:php-horde

Dear php-horde maintainer,
php-horde currently installs 742 files in /etc, including 710 image
files (PNG, JPEG, GIF) and 5 audio files.
These files are obviously not conffiles but are treated as such.
Could they be kept under `/usr`, for example under
`/usr/share/php/data/horde`. For instance, the default theme could be
installed in `/usr/share/php/data/horde/themes-available.d/default` and
linked from `/etc/horde/themes-available.d/default`.
