Bug#1092331: Spectrum stopped working

There's a regression making spectrum not to render in EasyEffects,  
because the delay plugin is incorrectly inserting silence in the  
plugin output instead of the processed audio.

Merging upstream lsp-plugins 1.2.17 is reported to have it fixed,  
please consider it.
