Unfortunately remmina-plugin-spice is not part of Debian 12, aka bookworm. Not sure what Debian website you spotted saying it is available. A search considering all suites of Debian [1] lists remmina-plugin- spice as being available for buster, bullseye, bullseye-backports and sid only. This is consistent with what you encountered trying apt and aptitude. Sorry for the disappointing news.
