Yes, available time was spent on upstream work, not on the Debian side.

Yes, same key.  And even better, it is the same key
as in https://salsa.debian.org/debian/radvd/-/tree/debian/main/debian/upstream
 
However the key is expired and `gpg --recv-key` fails.
