https://tests.reproducible-builds.org/debian/history/armhf/saytime.html also shows this as recent bug. Thanks for filing this bug report, Lucas. According to #-devel this is late fallout from the t64 transition, "because -Wincompatible-pointer-types was added quite a bit after the time64 transition and we did not have a 32bit archive rebuild since".
