The duplicity binary package depends on the python3-setuptools-scm which should be a development-only package.
The dependency is picked up by the python3 debhelper at ${python3:Depends}, because it is incorrectly listed in setup.py as install_requires rather than setup_requires.
In Ubuntu we've been backporting a patch from upstream to address this. I will send a debdiff to propose the same in debian.
