During a test rebuild for building packages with
`Rules-Requires-Root: no` as the default in `dpkg`,
nullmailer failed to rebuild.

The expected fix for this has already been merged into the packaging VCS. The next upload should fix it provided the changelog includes this bug number (the fix was committed before the bug was filed).
